Rules:- Only allows moving the number in one neighbor of the empty cell into the empty cell (2 cells are neighbors if only they have 1 common edge)- Goal: Arrange all numbers in the order: increasing, from left to right, from upper cell to lower cell, with the empty cell lying in the bottom right corner, WITH AT LEAST NUMBER OF MOVEMENTS.
